April 21 - Spain severs diplomatic relations with the United States.^[66] The same day, the U.S. Navy begins a blockade of Cuba.^[67] Spain mobilizes 80,000 army reserves and sends 5,000 regular army soldiers to the Canary Islands.^[68]

Abstract

The creation of an autonomic regime in 1898 allowed for the development of a self-government experience in Cuba, unique in the history of the island. The conceding of political autonomy constituted the materialization of the dreams for self-government pursued all through the
nineteenth century by the Antillean reformists. It was also to be the last bastion for the metropolis for avoiding any imminent US intervention, putting an end to insurrection and for maintaining, at least nominally, Spanish sovereignty over the island. The autonomic regime opened up the possibility for establishing a framework of negotiation with the metropolis, favored by the majority of the Cuban population. This possibility was frustrated by the actions of the United States, who at every opportunity fuelled the revolutionaries’ negatives to any agreement that did not suppose the immediate end of Spanish sovereignty over Cuba and they used this debacle as a pretext to move ahead with intervention.

Resumen

La creación de un régimen autonómico en 1898 permitió el desarrollo en Cuba de una experiencia de autogobierno única en la historia de la isla. La concesión de la autonomía política constituía la materialización de los sueños de autogobierno perseguidos a lo largo del siglo XIX por el reformismo antillano. Era, además, el último recurso de la metrópoli para evitar una inminente intervención estadounidense, poner fin a la insurrección y mantener, siquiera nominalmente, la soberanía española sobre la isla. El régimen autonómico abrió la posibilidad de establecer un marco de relación con la metrópoli consensuado por la mayoría de la sociedad cubana, pero se frustró debido a la actitud de Estados Unidos, que alentó la negativa de los revolucionarios a cualquier acuerdo que no supusiera el inmediato final de la soberanía española sobre Cuba y que utilizó este fracaso como pretexto para poner en marcha la intervención.

Résumé

La création d’un régime autonome en 1898 permit à Cuba de développer une expérience d’autogouvernement unique dans son histoire. La concession de cette autonomie politique matérialisait les rêves du réformisme antillais du XIXe siècle. C’était aussi le dernier atout de la métropole pour éviter une imminente intervention des Etats-Unis, mettre un terme à l’insurrection, et maintenir, sur l’Ile, au moins de nom, la souveraineté espagnole. Le régime autonome favorisait ainsi l’établissement, consenti par la majorité de la société cubaine, d’un cadre de relations avec la métropole. Les Etats-Unis firent échouer cette possibilité en poussant les révolutionnaires à refuser tout accord qui ne mettrait pas une fin immédiate à la souveraineté espagnole, et se servirent de cet échec comme d’un prétexte pour mettre en route leur intervention.
